Exactly why drinking and alcoholism was so rampant in USSR and still is in Russia.
If you are from West you probably don't realise but private enterprises being forbidden also meant there weren't many creative outlets for human mind, except to get drunk.
Having entrepreneur mindset was suspicious.
The people of Tuva are engaged in an inherently Russian activity — getting drunk from hopelessness

People were deliberately brought to such a state to make it easier to control them.

On 30. november, 1939, Russia invaded Finland, their peaceful neighbour, after false flag operation shelling their own village Mainila. Soviets lied that Finland did it to have an excuse to invade.

2275 is a microscopic number on nanoscale if "most applicants" - not even all of them - come from combined population pool of about 287,6 million.
That's on the scale of statistical error.
The 259 517 russian citizens in Germany (by Statista) don't want to live in Russia. They know better.
Residents of European countries are increasingly choosing Russia as a new place to live, State Duma chairman Volodin said.

He says that people from Germany, Latvia, France, Italy, England, Estonia and Lithuania are among those who file the most applications.
