Most definitely. No threat, no need to apply force. Also notice how none of the ICE jackwagons move toward her vehicle to render aid after it rolled to a stop.
BREAKING: While DHS claims a woman in a Minneapolis suburb "weaponized her car" during an ICE raid, you can see in this video (posted by the Minnesota Reformer) there was no real threat when the officer shot the woman in the face and immediately killed her.
