The biggest problem with "popularism" is that its advocates don't fully internalize how much poll question framing can distort measurement.

They also don't get that if having unpopular views stopped you from winning, Republicans would never win elections. Many people do not vote based on policy.

Only 4 sheriff's offices in Indiana are part of ICE's 287(g) program. Three are veeeery red (and small); the fourth is large Hamilton County, which went Trump +6. I was just looking at the sheriff's candidates who filed there: The sheriff is not running for reelection but only two Republicans filed.
