The condition that Smith connects BC's clean grid with AB, SK and the NWT is a great step in creating the national grid and Wind West.
AB and SK would never agree to connecting wind from the East first.

Hard to say if it will or not -what I think is brilliant: nobody can now blame the govt if it doesn’t! It makes separatist referendums null and void. It shuts up the separatists, and takes ALL the wind out of the PC sails. It takes away Trump’s power trying to split the country & may not get built

Smith gets to claim that she stood up to the feds and can just say it's not her fault that no pipeline company anywhere actually wants to pay for the pipeline and Carney doesn't have to deal with Smith pretending that federal law was the reason no company on Earth wants to spend a single dime on it.
