SCOTUS would strike it down as unconstitutional - states regulate the time, place and manner of elections. And it’s not just gerrymandering, either. States like Georgia already make it far harder to vote if you are in a D+ district. Fewer polling places, longer lines.
a lot of people have elaborate ideas about how house districting could be reformed, up to and including proportional representation, but it would be interesting to see the fallout if congress just passed a very short law saying that partisan gerrymanders are illegal

I am no strategic genius, but it feels as if throwing military under the bus for following your illegal orders right before you plan to give a load more illegal orders is probably not a shrewd move.

He calls out executive orders later but obviously “any document” would be much broader and include legislation.
