He’s in the news because people are rightly disgusted a draft dodger is insulting dead soldiers.
He wants to be in the news. He doesn’t care what for. I’m not sure what the solution is, but keeping him in the news has secured him a second presidency. Maybe we need to stop putting him in the news.

Why isn’t every Representative or Senator hammering on the fact that the POTUS is ignoring and/or stealing the power of the people? Legislative (people) makes the laws, Executive (him) enforces. Not the other way around.

Stop saying, "They'll never impeach him." Low expectations grant them permission to continue to do nothing. (Which is a relief to them.)
Demand integrity. Expect better of them. Require them to do their jobs and honor the oaths they swore.
