My experience, by decreasing frequency:
- get tired/lose interest
- somebody gets their wind knocked out
- somebody is solidly injured; usually by concrete or metal fixture, often self-inflicted
- one of the fighters has actual fighting training & uses it
- somebody pulls a weapon, folks scatter
I can tell you of the four fights I've been in as an adult that might barely qualify for the term it goes

a) got punched three times in the face on the street, fell down.
b) yelled at them and they ran away
c) shoved him and he backed down
d) shoved him and he backed down

As far as I can tell this is also what happened to Southern Democrats during the rise of King Cotton. The Confederacy was the product of generations of sociopolitical bluster.
GOP politics has been turning over in this fashion since the New Deal. Trumpers believe what Tea Partiers were bullshiting. Tea Partiers believed what the Republican Revolution were bullshiting. The Republican Revolution believed what the Nixon Administration was bullshitting.

The federal government has the authority to do interior immigration enforcement & wide latitude for federal law enforcement agencies to assist each other. They just never did it like this before because almost everyone hates it, even if they imagine they want it
Border Patrol can operate anywhere in the country. The 100 mile zone is where they have heightened vehicle stop authority.
I'm guess Border Patrol goons are allowed to operate in Charlotte because it's within 100 miles of the South of the Border rest stop on I-95? I can't think of any real border that's close by
