USA is listed as a flawed Democracy for good reasons. The de-facto two party system is one of it.

Honestly, life in Russia is already terrible. Does this really matter of some more people getting murdered on the great scheme of things? I doubt.

You can also easy go around it by train civilians you can call up during war and simply not count them as part of your military. Switzerland has 80-130k soldiers, but everybody that once served can be called up. Easy around half a million to a million soldiers. You just need to be organised well.
