I view this a lot like I view arguments about the unitary executive: Trump obviously should not have more power, but trying to shift power from the President to Congress is pointless as long as Congress is completely dysfunctional.

I mean, the obvious answer here, as part of the larger restructuring of Congress into a functional institution, is to bring back the Office of Technology Assessment so Congress can build the necessary institutional knowledge.
