I view this a lot like I view arguments about the unitary executive: Trump obviously should not have more power, but trying to shift power from the President to Congress is pointless as long as Congress is completely dysfunctional.

I mean, the obvious answer here, as part of the larger restructuring of Congress into a functional institution, is to bring back the Office of Technology Assessment so Congress can build the necessary institutional knowledge.

it's also exactly the kind of security policy that is almost guaranteed to be preserved by successive presidents, regardless of party (see: Biden preserving large portions of Trump1's "extreme vetting" programme despite it absolutely not working)
