I’m actually more in favour of this than them being switched on in October. The annual rush from September through to Christmas is so manic, and the slog through January to April so slow and grey and tedious, lets leave Christmas to December and drag out the jollities a bit longer into the New Year.

However, the data doesn't discriminate between the number of users and the number of accounts. And I also assume this is based on IP location, which can be dodged with VPN.
