There is no constitutionally legitimate scenario in which we are being de facto governed by the White House Deputy Chief of Staff using a half-dead president as his sock puppet. We went out of our way to amend the Constitution on precisely this point.

Since Hoover died in 1972 there have been 7 FBI Directors and a dozen Acting. Not one of them ever appeared in public in a ball cap and a warmup jacket with the team logo looking like the Gatorade guy on the sideline of a Cleveland Browns football game.
