Forget insurance incentives or disincentives. That’s a useless discussion.

If fossil fuels aren’t banned, ASAP, nothing else counts as change or mitigation. The system will be gamed.

There is a VERY strong reason to think that moving from private to public insurance will lead to political pressure that keeps premiums artificially low and incentivizes building in the riskiest areas. (See federal flood insurance)

There was also a study done during the Nixon administration, that suggested that making transit free would actually save money, since the cost of fare collection typically was greatr than, or, a substantial part of the fare that was collected, and that cost would disappear.
