Before “trickle down” was Reaganomics, it was Mellonomics—so named for Treasury Secretary Andrew Mellon, who advocated for upward redistribution in the 1920s. But before that, it was known as the “horse and sparrow theory” of economics. The logic goes that if one feeds the horse enough oats, the material pushed through the horse’s back end will be sufficient for sparrows to survive on.
