Winter is good/bad for both . Tanks move in frozen sitreps. Putler has 2800 tanks left, they predate Stalin, have been in storage, require a great deal of work/parts esp to rebuild them to use.We on the other hand have been down this road before. We're well prepped with generators, power banks, etc
