Talked to Visa, and mentioned the closure of an online Manga distributor due to their policies. I also pointed out that this was a concern from something they not only started months ago but that they refused to reach back out to my emails. They tried to blame the bank but wouldnt tell me which one.

Visa blamed the bank. I'd simply ask which one when complaining. Bonus: call your bank before hand to ask if they had a hand in it and that you're concerned with payment processor censorship.
