The Trump "compact" would require colleges that agree to commit to freezing tuition for 5 years. Freezes or caps are often proposed as a solution to college affordability.

The original purpose of 529 savings plans was to help families to save for their children's college education.

The two Trump tax cut bills (2017 & 2025) allowed 529s to be used for private K-12 tuition, which effectively makes these accounts a vehicle for wealthy tax avoidance.
