I think I read about this; this was where they had a plan to have missiles on TELs constantly driving around between hardened shelters so that even with satellites, the enemy would never be able to keep track of where the actual weapons were, which I believe is the 3 card monte strategy.

I read an incredibly miserable article once about how these don’t exist and like first of all it’s a funicular it’s not that complicated and second sure they don’t in the same way that the US military doesn’t have satellites that can read a newspaper over your shoulder from high earth orbit.
