Yeah kinda. The Puca is a shapeshifting trickster being that's neither good nor evil. He's just a chaos edgelord.
Incidentally, the mythical Puca (after which the festival is named) is said to shape-shift into a horse. If anyone then jumps on his back, he carries them away to hundreds of miles from where they're supposed to be. Kind of like a pre-modern Google Maps.
I don't think the film makers have explicitly said so, but there's definitely people who make that interpretation.

Just prepping to go to Ireland tomorrow. I discovered today that postcodes in Ireland are called Eircodes. The landlord for the property messaged it to me, but he spelled it as "the aircode for the property is...."

I was like, "AIR codes? What's an air code? Air traffic controller are we?"
