A reminder: Trump 1.0 ordered the Afghanistan withdrawal, and Trump 2.0 granted the shooter asylum this past April. Trump 2.0 also dismantled the joint terrorism task force, and gutted our national security apparatus.

This statement is way outside of CIA’s lane and erosive of the ethical norm that intelligence should be non-partisan. If that norm vanishes, intelligence loses a very large portion of its value.

Multiple sources tell me he was vetted before working with the CIA by the NCTC (National Counterterrorism Center) and the CIA. I am told that Lakanwal was with the Task Force in Kandahar. During the Afghan withdrawal, the CIA airlifted with the help of the US military many Afghan allies who had worked with the US government and took special care of those who were badged and worked with the agency. They were taken to bases in Qatar and Europe and then onward to military bases in the US where further vetting was supposed to take place. Having a CIA ID would have put him in the "vetted" category. I am told there was nothing in his background when he arrived in the US on Sept 8, 2021 that suggested links to terrorism. Suspected shooter is Afghan man who served alongside U.S. Special Forces, relative says Rich Schapiro and Courtney Kube A close relative of the suspected shooter of two National Guard members said that the suspect served alongside U.S. Special Forces troops in Afghanistan before coming to the U.S. The relative said Rahmanullah Lakanwal arrived in the U.S. in September 2021 after serving in the Afghan Army for 10 years, alongside U.S. Special Forces troops. He was stationed at a base in Kandahar for part of that time, the relative said. He came to the U.S. after the Taliban took over and eventually settled in Washington state, the relative said. This close relative served with Lakanwal, supporting U.S. troops, and was injured during his time in uniform. "We were the ones that were targeted by the Taliban in Afghanistan," the relative said. "I cannot believe it that he might do this," he said. Lakanwal grew up in Khost Province, the relative said. The relative said Lakanwal has a wife and five boys, but this relative said has not spoken with Lakanwal in several months. "I don't know what happened," the relative said with a shaky voice. "I need your help to know why this happened," he said, breaking down in tears.

Maybe I'm being uncharitable, but a system that focuses on one-on-one agreements with countries receiving help seem a lot more open to corruption than does dispursing funds through USAID.
