Sure, but the only way any leagues have gotten caps instituted was by guaranteeing a macro total % of league revenues being earmarked for salary. I think the NFL is 51% and the NBA is 55%?

If the owners want it that bad, that's got to be the minimum ask from the players. It's going to be bitter.

The NFL has a floor of 85% of the total cap, and the NBA has a floor of 90% of the first apron. Forcing teams to spend for the sake of spending isn't ideal, but players on aggregate could potentially see *more* total salary than they do now if that were part of a cap deal.

Probably don't even need to cap it if you flatten revenues, but that would absolutely require a floor so the Fischers and Nuttings don't just pocket them into their New Yacht funds.

Of course, that's a solution *all* of the owners would hate for different reasons, so that's not happening. 🙃

Only three since 2000 have been in the bottom 15 of Opening Day payroll (2003 Marlins, 25th; 2015 Royals, 16th; 2017 Astros, 18th). Fourteen have been top-10 payrolls.

The average is 9.16. It absolutely makes a difference to be in the top third of spending.
