Clearly, kids from lower income homes should still be given grants. We should be encouraging social mobility and not penalising poorer families by discouraging or preventing those young people from having the opportunity to study.

The bit I find hard to comprehend is that the vast majority of all cars on the road are ULEZ compliant. My old 2014 diesel Volvo was ULEZ compliant! As was my 2010 Honda Jazz.
