UN Charter Article 2(4) is a core principle of international law. It prohibits all states from the threat/use of force against the territorial integrity or political independence of any other state, banning war & coercion except self-defense or UN Security Council authorization.

For Canada the importance of deterrents to US imperialism has never been more important. Deterrents come in many forms. The importance of Carney as a political deterrent in this regard is obvious. The diversification of trade and manufacturing is another. Military procurement from non US sources
