I think this is part right. Whitlam was more suspicious of migrants *as migrants* than anyone in modern politics, precisely because he knew it was unreasonable to expect migrants to flip an assimilation switch and leave their past self behind. The ALP has always been cynical/instrumental about this

The thing about present day Liberals wanting return to ‘1960s and 1970s’ migration expectations is that it was precisely that period when Australia started experimenting with non-assimilationist migration policy. Inclusive language policy, welfare support, and things like SBS. Liberal achievements!

This is obviously not any sort of apology to the Muslim community. This is in fact directly offensive, and a deliberate provocation.
