Exactly! That's the question. Sometimes a body needs to be exhumed for examination *long* after the fact and if no family exists to offer that permission, it begs that exact question! Whose purview is it to offer such permission? Is it dependent on where they're buried or on who's doing the digging?
It seems like there's a genuine legal gray area and it could be argued all that what differentiates grave robbing from archeology is permission.

When I was 13 I wrote a book called "Octa the Octopus" who was celebrating her birthday with her underwater friends in a garden. If I'm not mistaken, they had a tea party.

However, in Rising to the Occasion, the antagonist and darkest character – Creeper – was inspired by a mix of abusive customers and someone who committed assault.

I don't really have a soft spot for any of the antagonists, but a few of the troublemakers have a special place in my heart. The antagonists are putting the rest of the group in mortal danger because they refuse to learn basic conflict resolution skills and choose to play victim.
