since there's reports on social media of money hitting accounts worth reiterating that this is illegal and unconstitutional as shit, it's not a close question, and while I don't expect anyone on H/SASC or H/SAC will do anything, anyone performing this 'reprogramming' should face criminal penalties

It's also worth reiterating that absent this reprogramming authority being written into law it would be not just illegal but flatly unconstitutional for DoD to expend money in any fashion not explicitly specified (by both type/use and quantity) by Congress in an appropriations bill

Any public figure, but military and intelligence leaders seem to attract more mentally ill people with paranoid delusions. So, CDRUSCYBERCOM/DIRNSA is a twofer.

I suspect the hope of the scammer is that those people will be more psychologically inclined to fall for a crypto scam or whatever.

The key point here isn’t that JD Vance is lying, because that is a given.

The key point is that too many journalists let them spew lies with minimal pushback because they either don’t know the subject well enough or are afraid to lose access.

There is no connection between troop payments and federal employee layoffs. Zero.

They are paying the troops with multiyear R&D allocations within DOD. This is also illegal by the way! But completely disconnected to the layoffs.
