Yes it's much bleaker.

Back then department budgets were coming off a decade of increased spending. Now they've been through 15 years of painful spending reviews. There's nothing left to cut.
Great post. Horrifying to read in places, but great. Would you say this fiscal picture is bleaker than the one you endured in 2010? We were famously there was “no money” back then too - and that the previous government had left a mess.
