I just hope the fields in Louisville and Orlando don’t end up in terrible condition with two soccer teams and a football team there. They may need to resod after the UFL season like they did at Audi Field in DC (and the Defenders had to cover the cost as part of the deal.)

And if none of that works, we could always take a page from the Magistrates of Viterbo, who removed the roof from the Palace of the Popes after it took the cardinals three years to elect a Pope. But I think the Architect of the Capitol would frown upon us removing the dome, so maybe not.
Keep them there until such time as we receive the declaration "Habemus Pecuniam" - we have a budget. It would almost certainly happen quickly rather than slowly, or they'd just fund it before the shutdown and avoid the damn thing altogether.
Plenty have proposed a "No Budget, No Pay" rule for Congress, but they're rich enough that losing a few weeks pay won't hurt them in the slightest. If we want to force them to come together and fund the government, lock them inside the Capitol for the entire duration of the shutdown.
But since then, conclaves have generally been over within days. Forced together, the cardinals talk to each other and come to an agreement as to who the Pope should be, quickly rather than slowly. Partially because of the talking and partially because they're people too and want to get back home.
