Gonna go out on a limb and say some journalistic malpractice being done by those writing about Comey/James decisions. Although we all know it is b/c Halligan's appt is invalid --WHY? Sure some have reprinted or footnoted the legal section which is clear as mud for most of us who are non lawyers.
