"I will more often reach for a Wireshark dissector if available before I go and read the RFC for the protocol I am looking at." That rings true. Some RFC's are very prescriptive about implementation details and some are not. When it comes to inter-operation, "on the wire" is what counts.

Wonder why I keep saying PCEP is ridiculously overengineered?

A niche protocol doing one small thing has more IANA assigned parameters than BGP. Even the page is much bigger.

PCEP page references 45 RFC (vs 63 for BGP) but has more drafts so it's pretty close.
