But once again, this is also about substituting mere prediction for explanation. Understanding is overhead to capital, predictions are all it cares about. Capital is trying to get rid of science

Quite the opposite, in fact. FDR knew its politics could only work if he singled out the rich as villains and knew that its policies could only work if the rich paid their fair share in taxes.
