Mr. Satan may also fall into this but he would either be a complete joke character or have an obnoxious runaway/support ability. Would make more sense in a numbered sequel.

It never sat right with me that Super Buu and Omega Shenlong aren't in DBFZ (though I understand the asset requirenents for Buu to work) but I think Daima Goku is a one-off thing.
