I guess it could be. Depends what they want it to contain. If it's just a link to an online system, then yeah a QR code should do. If it's going to contain information for offline validation, I guess it'll have to be a card or app thing.

ID schemes are fine... just the UK government's track record on large IT projects is awful. If it was something that existed in the phones "wallet" then maybe.

Also the timing on the back of the Online Safety Act has upset a few people too.

I'll reserve judgement until we have a few more details.
