      Jogging past a local private primary school this am, observed a long line of SUVs, each one attended to by teachers basically acting as a hotel porter. Kids escorted by an individual teacher from their idling cars into school. Seriously.

      Councils are increasingly focussed on acute services (social care, homelessness) used by few people.
