It's a huge avenue for fraud, and the fact that it's allowed is bullshit.

Public records are good, but it should be illegal to use that as a database to advertise from. Thousands were scammed when people preyed upon PPP loan recipients, and bankruptcy lawyers frequently tell their clients that they'll know when they got their discharge when they start getting car lot ads.

The size of the circle that could fit in there before the curves begin. Once you know that, placement is easier.

Here's a similar rationale applied to the second window you posted. Again, the centers of the lower two circles are centered inside the 2nd and 4th fifths created by the lower panes.

Another thing occurs to me, that if the peak of the window is a right triangle, it's trivial to determine...

Or those first two steps could be reversed, draw out a scale version of the void they had to fill, fold (or just do math), their ratios for the lower windows, then follow those lines vertically and center the lower two circles at their termination points, but at a different horizontal point.

Basically how the ratios work out to me is if they took their drafting paper, folded it in half, then folded that into thirds to get their 6 sections. Then mapped out their void, and started using those inherent ratios to space out the elements.
