Primarily the animation. Flashes that fast can cause headaches, vertigo, nausea and seizures. It's also difficult for many people with reading disabilities to read one popping word at a time. All-caps are more difficult for people with dyslexia to read, because there's less recognizable wordshapes.
Gently and lovingly: that caption style is going to give someone a seizure.
