I live in France, which is already kind of advertised as a welfare state, but I'm sure we can do better by improving our current situation under capitalism in the mean time somehow. The next step would be what you suggest.

what can be put in place to promote a smaller scale for the video games industry? One that does not blow up budgets out of proportions to make incredible games which unfortunately fail economically because they sold only 1 million copies instead of the expected 1 billion?
