I know this one! In Japan the age guidelines on toys include flammability and chemical composition in addition to choking hazards, “Ages 15+” in this case most likely means the plastic and/or paint is potentially toxic to children 14 and under if its ingested.

A skeleton coated in a green slime and wearing shirt and pants to give a more humanoid appearance, grasps some cash. They say "One ticket for good human lads, my good sir!"
