There are books that demand to be read out loud in your head, where you have to slow down to give your mental narrator time to get in all the tones and nuances (or, in the case of Catherynne M Valente's Space Opera, speed up). This is one of them.

-Reopen the closed libraries
-Give them free books
-Sponsor author visits in schools with high % pupil premium or FSM students
-Work on adult literacy
