The last one I was at had a group that fundraised to pay for the spay/neuters, cat shelters, and food (I think to keep the people living there from feeding them just whatever) and they called themselves the Cattaché, which is a very good pun at an embassy!

I learned that some embassies that find themselves with stray cats actually just TNR them back into the compound for this reason. They figured it's better to have community cats they know are fixed and vaccinated (as long as they aren't fighting) than to have a rotating cast of unknown cats.
