Partially. Remember; Ukraine built these bombers and nukes; those facilities are still there. Where do you think Antonov was based ? Ukraine couldn't directly use the nukes; true. But if I give a engineer half a year to make new firing and guidance, sure. They aren't that complex, nor are bombers.
