Agree voting from abroad likely a function of time since emigration & return intention. In my own case, I stopped working in the Netherlands only a few years ago and still feel connected (and have built up pension entitlements, among others). But this sense of connection may change over time.

Ah interesting to know the number of registered voters has increased to 135k. Curious to see how many will vote.

And yes, I also just bumped into the CBS stats on citizens abroad. Seems I wasn’t too far off with my 1M guesstimate 😉

I searched around a bit and according to @cbsstatistiek.bsky.social there are around 900k Dutch citizens residing outside the Netherlands, according to the non-resident register (yes, we also have a register on that 😉)

This should be lower bound estimate of actual number

Indeed, though not sure that is the most surprising. Given that registration is automatically renewed each election, 65% turnout doesn’t seem so low. But only 107k citizens abroad registered to vote does seem very low. We don’t know how many Dutch abroad, but would think at least a million…

I received my voting envelope in Portugal 🇵🇹 but once I received the ballot by email sent it all off from Italy 🇮🇹

I just sent off my voting ballot for the upcoming general elections in the Netherlands 🇳🇱.

Did you know that while there must be 100 thousands of Dutch citizens abroad, surprisingly few of those are voting. In the 2023 elections, about 70k of us voted from abroad. That’s one (1!) seat in parliament.

The rest of the new citizenship law, a signature achievement of previous gov, will remain intact despite conservative pledges to undo innovations such as dual citizenship and cut in the waiting period from 8 years to 5.

We introduce the concept of incongruent suffrage.

This describes when there are voting rights but no candidacy rights for a group. Or vice versa.

The paper includes descriptive data & exploratory case studies.

Abstract: Candidacy rights and voting rights are not always congruent. Although voting rights are extensively studied, historical and contemporary incongruencies in suffrage have been widely overlooked. We propose a typology of suffrage incongruency that we apply to the enfranchisement of non-citizen residents and non-resident citizens—two categories recently at the center of enfranchisement scholarship and reform efforts. Using an original dataset that covers 165 countries and 61 years (1960-2020), we identify past and present voting-only incongruencies and candidacy-only incongruencies. Existing theories of suffrage extension focus on the voteshare maximizing logic of incumbents. However, these explanations cannot account for why only one part of suffrage is extended. With two exploratory case studies of Switzerland and the United Kingdom, we inductively arrive at potential explanations for why voting-only and candidacy-only incongruencies arise and resolve in democracies. We conclude with a research agenda on the causes and consequences of suffrage incongruencies.
