A lesson I've learned over 15+ years of following this issue is that you NEVER believe the first report from the police. It is almost always a lie that's easily contradicted by video evidence or eyewitness testimony. This applies even moreso when an officer is directly involved in the crash.

In police and court documents, the officer who drove the car claimed that he had been heading straight west on E. Second St. in the East Village, and had tried to avoid Davis, who he said slammed into the NYPD vehicle. The surveillance video that captured the crash contradicts that claim.
