Davis Moturi was nearly killed last year when his neighbor shot Mr. Moturi in his front yard. Prior to being shot, he called MPD repeatedly and said he feared for his life and needed help. He identified his neighbor as a threat and told MPD of the regular violence he was experiencing from next door.

The goal is to have no encampments. But until the city funds housing-first solutions, they're inevitable. Frey's encampment sweeps don't work. He isn't solving homelessness, he's wasting valuable resources. Everyone deserves a dignified path to housing, not a fenced off sidewalk.
