This is one of my pet peeves about contemporary labor-starved journalism. Reporting what someone said is taking the quick way out. Far more useful to report what is true, either as someone said or contrary to what someone said, as the case may be.
the line "programs they say the mayor has not implemented yet"
seems like they could look into and see what the truth is instead of just printing this as an accusation!
