Interesting comparison. I do think we could imagine tort differently too. But I think the rationales are different, right? Research funding is rationalised as efficient distribution of scarce resources; that's not the rationalisation for lawsuits. That difference is material.

The system seems absurd but I don't think you can read that off a number in that way. The tort system also costs more than the amount of money awarded in lawsuits

This is just a misstatement of the law. The federal government has waived sovereign immunity for negligence claims under the Federal Tort Claims Act. And federal immunity applies if agents act reasonably in carrying out their responsibilities. Idaho v. Horiuchi, 253 F. 3d 359 (9th Cir. 2001). 1/

Une dame cherchait le nom d'un événement, j'avais trouvé un qui correspondait, elle a maintenu que j'avais tort. On a été coupé quand je l'ai mise en attente pour chercher +, j'ai rappelé. En fait elle a capté qu'elle avait tort et a pas assumé "J'avais un manteau je pensais que c'était en automne"

The problem we have is that the fed law in place gives the admin a role in defending ICE agents from civil suits, and the Fed Tort Claims Act has, effectively, a 2 year SoL for filing administrative claims - which expires before January 2029....
