Or 2) "dummymander" is (and this is what people think when they hear the term) creating a map that is worse for your side than proportional representation / non-partisan fair maps would be. Ie you end up creating a gerrymander for the other side.
A "dummymander" is either: 1) Making the map worse off for your side when compared to doing nothing vs. the prior / existing map. Possible, but still almost never happens. And even then, it is still almost always a badly gerrymandered result favoring the mapping side.
Dummymanders don't exist. At least not in any meaningful way given the data and software used to redraw and stress test maps. The term "Dummymander" frankly needs to die as it's just click bait and false hope garbage 99% of the time.
