At best you can replace some of the need for boots-on-the-ground direct fire weapons with forward observers for various sources of fires but broadly speaking if you want to take and hold ground you need to put feet or treads onto it.

Russia blocked the OSCE observers sent to the Donbas from doing their jobs in 2014 because Russia had to keep their troops rotations and supply routes into Ukraine out of OSCE observation.

The OSCE was never able to observe more than 20% of the border, due to Russian interference.

Both Minsk Agreements called for the withdraw of heavy weapons and "foreign troops" (i.e. Russian troops) with verification of these actions by OSCE observers.

Russia consistently blocked the same OSCE observers from doing their jobs.

Governance very explicitly includes protection.

Protecting citizens and non-citizens alike from people who refuse to identify themselves as lawful authorities. Who commit assault on observers without justification. Who kidnap. Who leave people to walk home in MN winter.

Don't get me wrong, observers are fantastic! Participation is great. But the Alligator-charts we've been seeing since 2004 on ES&S (formerly Diebold) electronic voting machines (see @electiontruthalliance.org) would not be visible to an observer.

I haven't decided yet whether or not I think that there's value in arguing with bigots as a performance for third party observers. It probably depends on multiple factors, like whether you're hijacking their platform and audience or just giving them yours.
I agree with the common assertion that it's impossible to constructively debate with bigots because bigotry is rooted in emotions and you can't logic-&-reason someone out of a belief that they weren't logic-&-reason'd into in the first place.

i’ve never been a fan of them, but cameras that are not as obvious as holding up a phone— would be useful to use against ICE illegal behavior, police abuses, etc. It is good to remind those and power we are watching overtly with brave individuals, but the sly observers & recorders are useful.
