Chapter One Drums Along The Border ‘We were the original anti-Americans. We feared them; we resented them; we disliked them. Much later we envied them, and then we began to like them. Until well into this century, the notion that peace and harmony reigned along our 3,966.8 miles of undefended bor der (3,516.6 when Alaska is added in), so often eulogized by luncheon club speakers on both sides of the Forty-ninth Paral lel, was in fact hogwash. The rude realities of our earlier relationships are reflected in the military strategy that Canadian forces stood ready to deploy into the 1930s: its central focus was on how to fight off an American invasion. John Kennedy would have laughed at it. His national security adviser, McGeorge Bundy, did when he heard of it recently. So, too, did Kennedy’s secretary of state, Dean Rusk, who chuckled, “Oh, good heavens!” But John Diefenbaker under stood the history that prompted the Canadian army's two-hun dred-page Defence Scheme No. 1. “The main objective of the United States Force would undoubtedly be Montreal and on to Ottawa,” Defence Scheme No. 1 warned. “The next important objective of the United ‘States would be the occupation of the Ontario Peninsula, including the cities of Hamilton and Toronto.” ‘The Canadian military commanders were warned to “con tend every inch of ground in retiring from Windsor and Sarnia towards Stratford. Further retirement will necessitate..." "the evacuation of the Niagara Peninsula. ... Further retirement if forced upon you, should be made as slowly as possible, covering Toronto which should be covered as long as possible.” Montreal, the Canadian commanders were told, should also be defended as long as possible. “If the tide of war turned against us in Ontario and Quebec, and Montreal, Ottawa and Quebec were captured,” they were warned, “the Maritime Area would be the only place where the Empire could land forces to retrieve the disaster.” The scheme warned, however, that the Americans would probably try to capture Saint John, New Brunswick, and take control of the Bay of Fundy. The other objectives that the American forces were expected to move against were Winnipeg, Vancouver Island, and south- \western British Columbia, including Vancouver and New West- minster. The scheme instructed that if Winnipeg fell, Canadian troops should retreat west and northwest into Saskatchewan and it added, “It is possible that the troops of British Columbia and Alberta may be forced back to the neighborhood of Edmonton.” But the Canadian army had an audacious counterplan to beat the Americans: “Pacific Command, A limited offensive into the State of Washington, Oregon, Idaho and Montana with the object of capturing and holding Spokane and Seattle in Wash- ington, Portland in Oregon, Great Falls, Helena and Butte in Montana. . “Prairie Command . . . should converge toward Fargo in North Dakota . . . and then continue a general advance in the direction of Minneapolis and St, Paul. The occupation of ‘Minneapolis and St. Paul would cut most of the lines leading to Duluth. ... “Great Lakes Command . .. will, generally speaking, remain on the defensive, but rapid and well-organized raids should be made across the Niagara Frontier, the St. Clair Frontier, the Detroit Frontier and the St. Mary's Frontier, with sufficient troops to establish bridgeheads. ... “Quebec Command..." "Maritime Command . . . will make an offensive into the State of Maine...” These Canadian army directives of just sixty years ago were prepared by Colonel James Sutherland (“Buster” ) Brown, the determined-looking, moustached director of military operations and intelligence from 1920 to 1927. Brown was a distinguished soldier, outspoken and strongly anti-American, who believed it essential that Canada prepare to combat an American invasion. He was not some military rogue elephant, for his planning had the full support of his superior officers, including the chief of general staff, Major-General H.C. Thacker, as well as the deputy chief of staff, General A.G.L. McNaughton, who had warned of the "consistently imperialistic [U.S. policy] aimed at the hegemony of the Americas." Lieutenant-Colonel H.D.G. Crerar, who would later become a commanding general in World War II, supported Buster Brown's planning to counter an American invasion and agreed that the situation was not hopeless. The deputy minister of defence was aware of the planning to counter a U.S. invasion, so it is hard to imagine that his minister was not also aware of Defence Scheme No. 1. Brown was supported, too, by a future Canadian minister of defence, George Pearkes, who was then on the general staff. "It was a fantastic, desperate plan, but it just might have worked," Pearkes said. None of the seniors officers thought war with the US was imminent, but they thought it prudent to prepare for one. All Canadian military district commanders were given the orders Brown prepared, and he frequently wrote to them about preparations to repel the invading Americans. When some complained they didn't have enough maps, Brown told them to get maps of the US from the Motor League. His military plan remained official military strategy of Canada until May 31, 1931.
