Problem: Nobody in the cabinet or Trump's inner circle supports him, and all have an interest in keeping Trump in power for their own political survival.

So even if Trump was brain dead (and people knew), he probably wouldn't be able to get the cabinet to give him power. Even Congress is a stretch.
