Most of the above text with some elisions Initial Peer Review Meetings: For the duration of the funding lapse, the NIH will not be able to conduct initial peer review meetings – whether in-person or through teleconferences or other electronic media. Also, during this time, the NIH staff will not be able to send or receive email messages or update website information. When operations resume, those meetings will be re-scheduled, and the pending applications will be processed and reviewed as soon as possible. Also, the results, including final impact scores and summary statements, of some peer review meetings that took place prior to the orderly shutdown of operations may not be available until operations resume. Therefore, applicants with applications going through the peer review process should stay tuned to the national news to determine when operations of the government resume and then check the NIH website for information on any review meetings that may have been extended or re-scheduled. The results of meetings held prior to a potential funding lapse will be released as soon as possible after resumption of operations. Individuals who had agreed to serve on NIH review panels ("study sections") that were scheduled to meet during the funding lapse will have access to the Internet Assisted Review (IAR) site and will be able to upload initial critiques and initial scores, but technical support will not be available. ..... Therefore, peer reviewers should stay tuned to the national news to determine when operations of the NIH will resume and then check the NIH website for information on meetings that have been re-scheduled. As soon as possible after operations resume, the NIH Scientific Review Officer in charge of the review meeting will contact those reviewers with more detailed information.

"Trump remains in exceptional health, exhibiting strong cardiovascular, pulmonary, neurological, and physical performance," Trump's physician Sean Barbabella said in the memo, which was made out to White House press secretary Karoline Leavitt. Trump also received preventive health screenings and immunizations, including annual flu and updated COVID-19 booster vaccinations, in preparation for his upcoming international travel.

Redid this thanks to @james-gagnon.bsky.social reminding me about NIH Databook. R01 applications numbers are dropping greatly at NIGMS but success rates (after being flat) dropped greatly last year. Suspect this will be even more drastic in 2025

I think the R01 is basically a non-starter at NIGMS now. Data from NIH Reporter for new and competing awards, comparing number of R01s issued relative to R35s (MIRA). This has major ramifications for basic science and basic science investigators that are not yet in the MIRA pool

With respect to the difficult jurisdictional issues in this case, the Court has done its best to follow the Supreme Court’s limited recent guidance, which is preliminary and might well change over the course of this litigation (and the many other cases involving similar issues)—an outcome that seems not unlikely given the seeming lack of consensus in APHA and the procedural challenges posed by having substantially similar cases proceed in two different forums. Although the doctrinal framework that applies to these threshold issues is certainly important, the issue of jurisdiction is something of a red herring. Whether this case plays out in this Court or in the Court of Federal Claims, what lies at the core of this dispute is the fact that Defendants are trying to pressure Harvard to accede to the government’s demands in a way that squarely violates Plaintiffs’ First Amendment rights and ignores the procedural requirements of Title VI and, to a certain extent, the APA. It may well be that these differences would not distinguish these claims in the eyes of the Supreme Court, although that remains unclear under existing caselaw. But this is not Calvinball and there are rules. Under those rules, which are set by existing Supreme Court precedent, this Court cannot conclude that core First Amendment claims or pure statutory violations fall within the exclusive jurisdiction of the Court of Federal Claims.
